Emergence definition

Justice emerges from the fair and impartial application of law, which is itself a product of society, requiring government and rule, to ensure that individuals receive what is rightfully owed to them, based on the capacity of groups to form and collect information and process meaningful patterns that arise from transformations of state or condition.
