Emergence definition

Prosecution emerges as the act of pursuing a charge or accusation against someone, which is governed by the rules of the legal system, where the organized arrangement of matter, as governed by form, and the structure that exercises power over its people, allow for the complex patterns and transformations that give rise to a functioning government.
