Russian strikes have plunged Kyiv into darkness as outages affect the capital, Reuters reports. The city's infrastructure has been heavily targeted, with officials noting widespread power disruptions.

President Zelensky blamed local officials for the city's vulnerability, while Kyiv mayor traded blame with the president over the response to Russian attacks, per Reuters.

Ukraine claims it has knocked out 15 of Russia’s 38 major oil refineries, according to Kyiv Post. Meanwhile, Kyiv says Russia is using its own version of Starlink for military communications, as reported by Military Times.

Zelensky also stated that Ukraine has not received $16 billion in previously agreed US aid, per Kyiv Post, amid ongoing pressure for international support.
