Russian strikes plunged Kyiv into darkness as outages hit the capital, Reuters reports. The attacks targeted critical infrastructure, with officials confirming widespread power disruptions across the city.

Ukrainian President Zelensky traded blame with Kyiv mayor over the response to the strikes, per Reuters. The mayor criticized government coordination while Zelensky emphasized the city's resilience amid ongoing bombardments.

Kyiv says Russia is using its own version of Starlink for military communications in Ukraine, Military Times notes. This suggests a new tactic by Moscow, potentially complicating Ukrainian electronic warfare efforts.

Ukraine claims 15 of Russia’s 38 major oil refineries have been knocked offline, Kyiv Post reports. The strikes are part of an ongoing campaign targeting Russian energy infrastructure amid sustained military pressure.
